When does body art become a national security issue? As the popularity of tattoos increases, so do the issues faced by those wanting to immigrate into the U.S. Civil Surgeon examiners are taught to look for tattoos and often make inadmissibility findings under national security grounds based on allegations that the tattoos are gang-related. This seminar will analyze the workings of the medical exam and the statute regarding inadmissibility. The seminar will discuss possible legal and advocacy challenges to tattoo-related inadmissibility findings.


Jeff Joseph- Jeff Joseph is a graduate of the University of Denver, College of Law. He is a past Chapter Chair of the Colorado Chapter of the American Immigration Lawyers Association (AILA) and a past elected director on the AILA National Board of Governors. Mr. Joseph currently serves on the national liaison committee between US Immigration and Customs Enforcement and AILA and as Chair of the AILA Federal Court Litigation Section. He has formerly served in numerous leadership positions in AILA including as Chair of the AILA National 2011 Annual Conference, the AILA National Liaison Committee with the headquarters of the Executive Office for Immigration Review for two years, two terms as chair of the AILA Amicus Committee, for three years as a member of the National US Citizenship and Immigration Services Liaison Committee and for three years as a member of the National Immigration and Customs Enforcement Liaison Committee. Mr. Joseph was on the Board of Trustees of the American Immigration Council from 2006-2012 and served as Chair of the Litigation Action Committee.
