Time Out says

A minister's son is killed passing a troubled working-class estate on the outskirts of the Venezuelan capital, Caracas. A woman from the estate (whose husband was killed by dictatorship forces 30 years before) witnesses her son being beaten up by the police in a reprisal attack. He later dies, and she approaches journalist Santiago, insisting that he expose the injustice, a course of action which brings him into conflict with his editor, the corrupt police and security forces, and his own political conscience. This first fiction film by veteran documentarist Azpurúa is a hard-hitting, deeply felt attack on the mechanics of political corruption, injustice and repression, made into a stylish thriller in the Costa-Gavras mould.
