Time Out says

For this documentary about Portugal's political explosion, Simoes had access to the archives of Portuguese TV, but he has cut the material together in a very different way from its original presentation (most of the archive footage predates the April 1974 coup). In addition, he includes filmed interviews with workers about their conditions, and with others about their own and the Portuguese colonies' part in the downfall of the Caetano regime. The film is less a history than a statement about class realities, and how political power in Lisbon never left the hands of the bourgeoisie.
