Foregrounding the scandalous late-'90s collapse of the Fujimori administration in Peru, this sprawling mosaic pursues a handful of different arcs (the colonel, the activist, the schoolgirl) that reflect and embody the corruption and uncertainty that upended a nation at its highest levels of government. Ambitious and well acted, the film hurries along too rapidly to make solid emotional investments in its characters, and the dialogue sags under sudsy overstatement and the tricky burdens of historical explication.
