"Yes, it's located in a strip-mall, but this Latin-American spot doesn't hesitate to pile on the glitz and glam: crystal chandeliers float above banquettes piled with velour pillows, and a long, 20-seat marble counter faces the open kitchen. Though it's a bit far from downtown Mountain View, it's a popular haunt for the techies from nearby offices, who link up to power-lunch. Skillfully prepared dishes, however, prove that The Voya isn't just for show. Tender cochinita pibil tacos, drizzled with habanero sauce, arrive with a pile of tasty cilantro-infused rice, and the sweet and crunchy coconut shrimp with herb aïoli are full of flavor. For dessert, a molten chocolate cake may be a '90s throwback, but it's a gooey, rich and captivating one."
