Time Out says

2016 was the inaugural year for this 'comprehensive urban arts festival', which now returns with a performing arts-focused programme centred on Ikebukuro's Tokyo Metropolitan Theatre and venues in the surrounding area. It's really a combination of four different undertakings, namely the ever-popular Festival/Tokyo 2017 (September 30-November 19), the Metropolitan Theatre Autumn Selection (October 17-November 19), the Toshima International City of Arts & Culture Program (September 22-October 22) and the Asian Performing Arts Forum (December 1-4). This year's participants include Thai dancer and choreographer Pichet Klunchun, the Tokyo Metropolitan Theatre's artistic director Hideki Noda and kyogen superstar Manzo Nomura, who will again be doing one of his popular open-air shows. See the official website for programme and schedule details in English.

Note that there may be days during the event period when no performances are held.
