Time Out says

The fourth edition of Ebisu's annual video art fest is beefing things up considerably, with an extended running time and outdoor installations to complement the usual array of screenings, exhibitions and lectures. The program includes the Asian premiere of Sleepless Nights Stories, the latest work by 89-year-old avant-garde filmmaker Jonas Mekas, and 'The Eye Walker', a new installation by Japanese duo Exonemo that uses eye movements to draw pictures. The festival's emphasis on physicality is further emphasised in a gig on Feb 18 featuring drummer/VJ Doravideo and Ei Wada's Braun Tube Jazz Band television orchestra, while elsewhere you can take in exhibitions and screenings by likes of Shinji Aoyama, Johann Lurf, Hiroyuki Oki and Pip Chodorov. It closes on Feb 26 with a live screening in which Jim O'Rourke plays to Victor Sjöström's 1921 classic The Phantom Horseman.
