Time Out says

Usually confined to venues no larger than a 1LDK apartment, Tokyo's noise music community makes a rare outing to somewhere a little more spacious for this show featuring one of Japan's most enduring acts alongside two big names from the UK power electronics scene. Eardrum-busting salaryman duo Incapacitants are using the occasion to celebrate their 30th anniversary, and will be joined by resurgent Brit duo Ramleh – who've been going for nearly as long themselves. The event also gives local audiences a chance to check out Whitehouse founder William Bennett's brilliant, percussion-centered Cut Hands project, which was originally due to appear at the cancelled Freedommune Zero festival during the summer.
