Time Out says

JOLT Arts Inc is a leading Australia-based sonic arts organisation that aims to remove barriers to deeper sound experiences, and in doing so, to reward adventurous listeners. In cooperation with the long-running Test Tone concert series at Super Deluxe, JOLT has hosted large-scale festivals in Japan since 2012. This year, their touring festival will feature two towering figures of the Japanese scene – Keiji Haino and Yoshihide Otomo – who will play as a duo for the first time in close to ten years. The two-day lineup also includes a solo performance by legendary avant-garde vocalist Phew joined by visual guru Rokapenis and the amazing modular synth duo Black Zenith from Singapore. Also included in the festival are the Amplified Elephants – a group of sound artists with disabilities who played with Merzbow last year at WWW in Shibuya. Finally, James Hullick (JOLT) and Cal Lyall (Test Tone) join forces with some of Australia and Japan’s finest improvisors.
