Time Out says

Not your average robot battle contest, Hebocon started in 2014 with the aim of providing a stage for those who don't have the technical skills to create real battle bots but still want to experience the thrill of mechanical prize fighting. In other words, it's a robot battle for absolutely terrible robots, and has spawned countless spin-off events all over the world. Crappy droids from across the globe will now converge on Odaiba for the first-ever Hebocon World Championship: head over to see who will roll away with the coveted prize of 'least technologically advanced robot'.
