Time Out says

The first Tori no Ichi festival at Juban Inari Shrine was held in November 1924, one year after the Great Kanto Earthquake. This year you can join the spectacle and pick up your kumade from 9am to 11pm on November 11 and 23. You’ll also find the Tori no Ichi Bazaar along the Azabu-Juban shopping street, where you can shop for typical festival food and souvenirs from 4pm to 8pm. 

The event takes place from 9am to 11pm on both days.
