Hiroshi (Yukio Yamada) runs with a gang of disaffected street toughs. The law gets their hands on him after he attempts a robbery. A psychiatrist examines him and recommends to the authorities that he be sent to reform school. Within this juvenile prison, Hiroshi encounters a rigid hierarchy among the teenage inmates; newcomers, inevitably, must suffer at the bottom. As Hiroshi struggles to prove himself, flashbacks illuminate his past and reveal a society in a state of violent flux.
