Drivers are warned: AARTO has rolled out in parts of KZN

The long-awaited traffic fine system is now active in Durban and 61 other municipalities, changing how you pay fines.

The holidays have arrived, which means more time spent driving around the beautiful province of KZN! While it’s always important to follow road rules, it’s also important to note that any fines you do receive might not follow the traditional fine-paying process you’ve come to know.

After court cases and delays (ah, Mzansi legal red tape!), South Africa’s long-anticipated AARTO traffic enforcement system has rolled out phase 2 as of 1 July 2026.

Through Government Gazettes, the Presidency has legally bound 62 municipalities — including eThekwini (Durban) — into the AARTO administrative framework.

In simple terms, this means that any traffic fines issued in these areas won’t follow the traditional court-based process under the Criminal Procedure Act. Instead, fines are managed through a centralised administrative system run by the Road Traffic Infringement Agency (RTIA).

Basically, government is trying to create a more structured administrative system that streamlines enforcement and reduces pressure on our courts.

Take note! This phase does not yet include demerit points (where losing points could lead to losing your licence), but it does introduce a stricter, more automated fine-collection process.

How the AARTO fine process works

If you drive badly and a fine is issued, you will follow this process (basically, try to stay with step 1).

Step 1: Infringement Notice

  • You receive the initial fine via email or registered post.
  • Pay within 32 days to receive a 50% discount.

Step 2: Courtesy Letter

  • Issued if no action is taken within 32 days.
  • Discount is removed and a R60 administration fee is added.

Step 3: Enforcement Order

  • Issued after a further 32 days of non-payment.
  • Another R60 fee added.
  • You are blocked on the eNATIS system, meaning you cannot renew your licence disc, driver’s licence, or register a vehicle until payment is made.

What about demerit points?

The demerit system is still on the horizon under Phase 4, but it’s still good to know how it all works:

  • Drivers will start at 0 points and accumulate penalties depending on offences. Serious violations can carry up to 6 points per offence.
  • Once a driver reaches 15 points, their licence is automatically suspended for three months per point over the limit.
  • A third suspension results in permanent cancellation, requiring a full re-test.
  • Points will reduce by 1 point every three months of clean driving.

Just remember to follow the rules of the road when exploring Durban, drive safely, and you’ll be fine (not fined!).
