Time Out says

Mount Herzl commemorates prominent Zionists who helped create the State of Israel.

Named for Binyamin Ze’ev (Theodor) Herzl, visionary of the Jewish State, Mount Herzl is the burial site for many great leaders of Israel. The annual official state ceremony concluding Israel’s Memorial Day and the commencement of Independence Day takes place at Mount Herzl. Israel’s former presidents, prime ministers, speakers of the Knesset and other dignitaries are buried here, as well as members of Herzl’s family and Presidents and chairmen of the World Zionist Organization. Along the northern slopes of Mount Herzl is Israel’s Military Cemetery and its western face hosts Yad Vashem Holocaust Memorial. The three sites combined exhibit the tumultuous events that led to the establishment of the State of Israel, to ensure they are not forgotten.
