Time Out says

It took Andrew Lloyd Webber all of 20 years to write a follow-up to The Phantom of the Opera, a labor of love that its creator insists is a stand-alone piece: You needn’t be a Phantom cultist to follow the lavish story, set in 1907, 10 years after the events of the original, on New York’s Coney Island. It’s here that the Phantom has taken up residence among the carnival freaks, in his last stand to win back the love of star soprano Christine Daaé.
