What makes a city ‘smart’, and which ones are best prepared for the future? It’s a big question, but thanks to this recently refreshed index, we’ve now got an idea.
According to ProptechOS, a ‘smart’ city scores well on 17 different factors, which all fall under three main categories: tech infrastructure and connectivity, green infrastructure and sustainability, and the tech job market.
Based on these, 95 major cities across Europe have been assessed and awarded a score out of 100 for the 2025 ranking, and topping the ranking (for the second year in a row, no less) is – drum roll, please! – Paris.

That’s right! The French capital has once again claimed the crown as the ‘smartest’ city in Europe, scoring 75.8 overall. According to the report, Paris gained high scores across all three categories, claiming third in connectivity after Stockholm and Oslo, as well as second-highest for the number of AI companies headquartered there (666, to be specific).
Stockholm claimed second place thanks to its impressive technological infrastructure, and the Dutch capital of Amsterdam claims third, with an overall score of 68. Read on for the rest of the smartest cities in Europe.
