Time Out says

First held in The Hague, Netherlands in 2005, the multidisciplinary TodaysArt festival now makes its Japan debut with a three-day programme focused on cutting-edge contemporary art and fresh music. The performances on November 22 will see tunes provided by Underground Resistance-affiliated DJ Mark Flash and Dutch minimal orchestra Canto Ostinato Audio Visual, who combine harp and electronica with captivating visuals. The general exhibition is on until November 24, when visitors will also be treated to a talk with avant-garde composer Otomo Yoshihide. All performances are free, but you'll need to sign up for a ticket on Peatix.
