Time Out says

Taking over a range of facilities around Futako-Tamagawa Station while also spreading out along the banks of the Tama River, this new art festival is aiming to establish itself as a regular on Tokyo's crowded summer calendar. The first edition of Tokyo Art Flow will see contributions from the likes of lighting designer Kyota Takahashi, known for his colourful decoration of landmarks like Kyoto's Nijo Castle and the Towada Art Center in Aomori, and the Me trio, who also take part in this year's Setouchi Triennale. We're also looking forward to the Suppose Design Office's transparent dome installation, which can be entered and used for casual stargazing, and the work of Swiss duo Lang & Baumann, who will be giving one of the Tamagawa bridges a new and colourful appearance. A total of more than 20 artists will be participating, with schedule details set to be released in the months to come.
