Time Out says

Hidden away in a smallish Ginza basement, this is the first Tokyo outpost of Kyoto's original Samboa, founded in 1918 as mingling spot for trend-conscious urbanites. The spirit of ages past still lingers here, with well-dressed regulars coming in from the afternoon to order Samboa's renowned ice-free highballs and thick beef cutlet sandwiches. Despite the classy atmosphere, prices are relatively reasonable – and that includes the cigars.
