Time Out says

It may be outshone in the luxury market by the myriad of new entrants but the Cerulean is Shibuya’s lone top-end establishment. With rooms on the 19th to 37th floors in the area’s tallest building, the hotel has serious wow factor as it commands grandstand views (not least from many of the bathrooms) over the surrounding neighbourhoods.

When it comes to dining, Cerulean Tower Tokyu Hotel offers several options, presided over by executive chef Nobuhiko Fukuda who was bestowed with an Order of Agricultural Merit by the French government in July 2018. In addition, the hotel also feature a jazz club called JZ Brat. 

Room furnishings may be a step down from the likes of the Grand Hyatt, but so is the price. Except, that is, for the 35th to 37th Executive Floors, which offer free access to the gym, daily newspapers, web TV and refreshments in the salon.
