Time Out says

The Bank of Japan has two buildings, descriptively named Old and New. The New Building is where all the banking activities occur, and the Old Building...well, it just looks nice. The first Western-style construction by Japanese builders, the Old Building is said to be modelled on London’s Bank of England.
