Time Out says

The Miami-born EDM spectacle Ultra made its first appearance in Tokyo in 2014, and every year since has been a smashing success. Revellers dressed in neon and frills will be descending on Odaiba to enjoy the laptop-busting antics of superstar DJs including some of the hottest techno acts from around the world, plus live performances. Legends such as Steve Aoki, DJ Snake, Galantis and Afrojack will be headlining this year, along with impressive supporting acts by the likes of Netsky and Kayzo. The list of regional artists is nothing to overlook either. Returning this year is DJ and producer Mitomi Tokoto, whose music video for the single 'Sukisukisu' which he produced, was ranked number one in Japan in the month of July. Other artists to watch include Hirapark, who at just the age of 20, performed at both Ultra Japan and Ultra Taiwan in 2018 and regular nightclub headliner DJ Keiko, who jolted the city's EDM scene with her fresh remixes blending contemporary pop with techno bass. For more information on the performers, check out the official English-language website.
