Time Out says

This is one for the snackaholics. Atelier Plein is nestled in residential Ebisu and it’s a dedicated afternoon tea café. The three-tiered afternoon tea set here comes with a range of Insta-worthy sweet and savoury treats made by resident pastry chef Fumina Tamura who previously worked as a head patissier at Hoshino Resorts Karuizawa Hotel Bleston Court.

A basic afternoon tea (¥5,000 at lunchtime, ¥5,500 in the evening) features ten different seasonal desserts including a cookie sandwich with yuzu butter cream, strawberry mousse, decadent opera cake, lemon souffle cheesecake, madeleines and more. The bottom tier has plain and black-tea-flavoured scones, as well as pickles, two types of pâté and a pork sandwich. Plus, it comes with a savoury appetiser on the side, a free-flow of black and herbal teas, and a complimentary glass of sparkling wine, or a cocktail or mocktail.

The aforementioned afternoon tea is available all day, but the café also offers a special evening  afternoon tea (¥7,500) that comes with a free-flow of wine to upgrade your experience. In addition to the standard afternoon tea pastries, the bottom tier comes with a charcuterie plate to compliment your wine.
