Time Out says

This new Omori shop does one thing, and one thing alone: saba shioyaki teishoku, ie a grilled mackerel set meal. Their fish is caught in Norway at its fattiest peak, after which it's slathered in pickling juice and sun-dried for preservation purposes; the company behind it has been refining this process for over 70 years. Considering the almost cult-like status of the fish, it's not too surprising that only 50 teishoku are available per day. If you want to be sure to get your hands on one, we'd recommend heading out late in the morning rather than late afternoon.
