Time Out says

Held twice annually in western Tokyo, this massive flea market is now gearing up for its first edition on the city's east side. Also the first Tokyo Nomi no Ichi to be held in summer, it'll take place at the Oi Racecourse (aka Tokyo City Keiba) and will feature hundreds of sellers from all over the country. You can look forward to finding everything from furniture and old books to clothes and cameras, while the Tenugui-ichi is where to pick up a traditional handkerchief and the Nordic Market will be selling fabrics and fun knickknacks. Additional entertainment comes in the form of open-air cafés, live music and fun workshops.
