Time Out says

February is usually the coldest month in Tokyo and what better way to warm up than with cups of hot soup over some live entertainment? A total of 15 vendors will be serving their best broths, such as Miyazaki wagyu stew, Yamagata potato soup, Tottori dashi oden and regional varieties of nabe (hotpot). The Atsujiru (the word means ‘hot soup’) Festival is one of Koenji's four major events, which saw 7,000 attendees last year. So although the event is held outdoors, you can count on the crowd to warm you up, too.
