Time Out says

Kicking off Tokyo's packed season for nationally themed festivals, this celebration of all things Brazilian takes over Odaiba for the second year in a row. Over one long weekend, visitors can pick out their favourite churrasco, nibble on snacks from the land of samba and sip on caipirinhas and acaí drinks, all the while taking in bossa nova tunes, watching stage performances and shopping for traditional folk crafts. We can only hope the April weather will be warm enough for the carnival dancers. Note that although entry to the festival area is free, you'll need a ¥200 wristband in order to buy food and drinks at the stalls.
