Time Out says

Tokyo Tower is opening its doors for the public to see the first sunrise of 2023 from its top deck, 250m up in the sky. However, only 20 people can participate in the event. And you’ll have to pay ¥35,000 in advance via Tokyo Tower’s ticketing page

Admittedly, the ticket price is pretty steep compared to Tokyo Tower’s regular admission fees, but there are some extras thrown in. Every visitor will receive a commemorative medal and a goshuin (seal stamp from a temple or shrine). There are also two New Year’s attractions – a lion dance and marching band performance – plus a calligraphy demonstration at Club 333 (1F of the main deck) by artist Shoko Kanazawa. You’ll receive a small lucky bag filled with goodies, too.

The event takes place from 5.45am to 8.30am.
