Time Out says

A special event just for cat lovers: this Halloween festival will take place in the neighbourhood of Kagurazaka, which is considered to be closely tied to the writer Soseki Natsume, who is known for his satirical novel ‘I am a Cat’. Here, you can have your face painted with ghostly cat makeup, snack on cat-shaped sweets and shop for curious cat-themed objects at the ‘Ghost Cat Market’. Every attendee will receive a bell to certify event participation and you’ll be able to use it to access a host of cat-related events at the venue. Come dressed in costume and you can even show off your Halloween spirit in the ‘Ghost Cat Parade’.
