Time Out says

Hidden in the shadow of Toranomon's skyscrapers, Kotohiragu Shrine again puts on this annual festival, which includes a number of rather photogenic rites and celebrations – including a priest parade, performances of traditional court music and Shinto dances. The action kicks off at noon, which is also when the many matsuri stalls set up on the shrine grounds start hawking festival grub, amulets and the like.
