Time Out says

Meguro Gajoen's annual New Year's celebration is back once again, with the popular lion dance performances, buskers, calligraphy workshops and tea ceremonies complemented by less traditional activities such as a kimono fashion show, mochi-pounding by sumo wrestlers from the Sadogatake stable, and a plentiful New Year's lunch buffet (¥6,000). Entrance is free, so make sure to stop by at some point between January 1 and 3 – the venue is right by Meguro Station.
