Time Out says

If you want a quick escape from the lucky bag hunting crowds in Shibuya, head to Cerulean Tower for cultural performances and events. The lion dance and concert held in the lobby are free for all which includes live harp, shakuhachi, and koto performances. They also offer a 20 minute rickshaw ride from the hotel to Dogenzaka, through Shibuya crossing for ¥3,000 per person.

Head down to the second basement floor for more cultural events like kakizome (first calligraphy of the year) lessons, or take a seat in front of the wooden stage, adorned with an iconic bonsai painting in the backdrop for a Noh theatre performance for ¥3,000.
