Time Out says

This event is not in Tokyo but in Niseko, Hokkaido.

Niseko, a cosy town on Japan’s northernmost main island Hokkaido, is one of the country’s most popular ski resorts. Due to the limited number of foreign travellers allowed into Japan during to the Covid-19 pandemic, Niseko has decided to focus on domestic tourism this year with its first ever illumination at six popular spots around the town.

Shimmering golden LEDs harmonise with the Western-style buildings and are on display at Hirafu Zaka (the main road in Niseko’s Hirafu village), Half Note Bar & Café, NAC Adventure Park, Niseko Village Resort Shopping & Dining Area, Park Hyatt Niseko Hanazono and Niseko Annupuri Iroha Onsen. The lights are free to enjoy and have been installed outdoors to encourage social distancing while viewing them. Make sure to visit the town before February 28 to be able to see the champagne gold lights in amongst your winter sports.
