Time Out says

Come summer, Nogi Shrine in Akasaka hangs up approximately 200 fuurin wind chimes in various shapes and colours along the corridor leading to the shrine’s main building. Nogi Shrine has a bit of a tragic history, as it's dedicated to a Meiji-era (1868-1912) general named Nogi Maresuke who committed suicide along with his wife following the death of Emperor Meiji in 1912. But don’t let this sad lore discourage you;  the beautiful shrine grounds are worth visiting, especially to hear the sound of the wind chimes tinkering in the summer breeze.

This year marks a particularly special occasion, as Nogi Shrine celebrates its 100th anniversary in 2023. To mark the milestone, thin strips of paper will be attached to the bottom of the wind chimes, featuring a commemorative logo. While you’re there, don’t forget to pick up a red seal which is distributed as a souvenir during the festival.
