Time Out says

Marine Day is a holiday in Japan that falls on the third Monday of July, and Odaiba Seaside Park is celebrating it with a spectacular lantern festival across two days. During the day you’ll get to enjoy live music and dance performances at 2.30pm on Sunday and 12.30pm on Monday. Come dusk at 6.30pm on both days, and 100,000 colourful lanterns will be released into Tokyo Bay, creating a myriad of beautiful shapes and patterns on the water.
