Time Out says

Tokyo Tower has been celebrating the coming of spring with a special Setsubun ceremony every year since the tower's opening in 1958. Join in at the Main Observatory, where monks from nearby Zojoji Temple will first perform their rites, after which visitors can throw beans and candy together with Noppon, the tower's official mascot. You can also try your luck at ehomaki munching - just remember, you've got to get it all down in one try.
