The first (but by no means last) Thai festival of the year in Yoyogi Park shares its name with the traditional Thai New Year celebration held on April 13-15. Expect to find a variety of stalls selling food and traditional handicrafts, though the musical lineup appears to lean more heavily on homegrown idol-pop than anything explicitly Thai-influenced.
