Time Out says

If you want a bird’s-eye view of the cherry blossom trees this sakura season, head to the 52nd floor observation deck at Roppongi Hills. You’ll get a panoramic view of the city’s popular landmarks like Tokyo Skytree and Tokyo Tower, alongside some beautiful pastel pink cherry blossom spots like Shinjuku Gyoen and Yoyogi Park.

Until April 28, you can also see retro anime artwork by Japanese illustrator Mame. Look out for the designated photo spot drawn by her at the entrance.
