Time Out says

One of the largest cultural celebrations in Yoyogi Park, the Thai Festival often benefits from lovely springtime weather. So join the crowds and fill up on Thai delicacies like pad thai, green curry and khao soi from a selection of Tokyo's Thai restaurants like Jasmine Thai and Krung Siam.

Away from the food, there are plenty of stalls to browse, where you’ll find everything from handicrafts to bottles of Singha. There's live entertainment, too, in the form of performances like traditional dancing, Thai rock, martial arts demonstrations and more.

Both days have packed schedules and you can check the timetable on the website.
