The best burger in NYC is The Big Jack 18 at Uncle Jack's Steakhouse, served with greens and french fries. It is absolutely delectable, as are all the meals at Uncle Jack's Steakhouse. I could barely finish it, it was so filling! Our waiter was fantastic too, last time we went. We're heading back again this week, and I know what I'm ordering!

The Best Burger is not on your list - it's Peter Lugers.  Except no one goes for the burger and it's only available at lunch.  So go for the steak, and order the burger as an appetizer.  It will arrive cut into four quarters and share it, before eating your steak.  Think outside the menu.
