Wonk Wednesday says
California voters will decide in November whether or not to legalize marijuana for recreational use. In anticipation of this, the City of Sacramento is planning a proposed ordinance to tax and regulate the manufacture and sale of marijuana within city limits, and determine how proceeds from a local tax would be used.

Measure Y earned 65% YES votes in the June election, but failed to meet the two-thirds supermajority required to pass. Should the City earmark tax revenue from marijuana cultivation to specific programs, or allow those dollars to become part of the General Fund?
