Other restaurants around town put a modern American spin on Vietnamese cuisine, serving the food in chic surroundings and upping the charges in the process. Tulan, however, keeps things authentic, scruffy and cheap: the menu sticks to Vietnamese basics, the room hasn't been decorated in decades (in a neighbourhood that could generously be described as downtrodden) and the prices are gloriously low.
