Time Out says

Several European countries come together for this festival that includes Christmas caroling and popular music performances. There’ll be Santa Claus, Christmas decorations, gingerbread houses and dishes from many European countries. Embassies of Austria, Bulgaria, Czech Republic, Finland, France, Germany, Netherlands, Serbia, Slovakia, Spain, Switzerland and Ukraine are all participating this year along with the Seongbuk-cheon Merchants Association. While you’ll have to beware of the long lines and make sure to arrive early before the goods sell out, this one's perhaps the loudest and most international of the festivities in Seoul.
