Time Out says

Tarihi Haliç İşkembecisi, located across from the Fener pier in the Golden Horn, is one of the oldest venues of the city. The Golden Horn view from the restaurant, serving since 1938, is as much attractive as the soups. This 250 people capacity 1st class tripe soup restaurant is decorated in a rather interesting way. Indoors is packed with antiques like old radios, deer horns, cubes, copper buckets, colorful rugs and hand-made rifles. The special of the menu is obviously the tripe soup which you can be confident of its cleanness since it is processed and cleaned by at least 5 people before cooked. Besides tripe, the menu also offers liver, ‘kelle’ (lamb’s head) and kebap wraps. Dessert options are rice pudding and ‘zerde’ (a sort of water pudding).
