Chef Mauro Mafrici has been known in New York for years, thanks to his now-shuttered Soho restaurant, Lo Scalco. He’s taken control of the restaurant in the Rafaello Hotel, where he’s serving breakfast, lunch and Italian takes on seafood for dinner.
