Time Out says

Pulau Senang is an island located off the southern coast of Singapore, where Superintendent Daniel Dutton tried to transform prisoners through manual labour in the 1960s. Dutton ran a tight ship, but the inmates could roam free and the land was turned into an attractive settlement over three years. All was well until a group of them decided to riot against the system. The play examines the events that led up to the tragedy.
