Smoking weed in Amsterdam: a beginner’s guide for 2025

Ah, Amsterdam – the city of canals, cycling, and, of course, cannabis. The Dutch capital has become something of a mecca for stoners thanks to its famously relaxed attitude towards weed, but whiling away a few hours in a coffeeshop has also become a rite of passage for the curious, the adventurous, and ‘I’m-just-trying-it-once’ tourists alike. There are, however, several rules and an established etiquette for those wishing to indulge – and a little more nuance involved than just walking in and lighting up. Amsterdam’s relationship with cannabis is as iconic as it is misunderstood, so here’s what you actually need to know to smoke like a pro – and avoid offending local sensibilities. 

Is weed legal in Amsterdam?

Technically, no – but also, yes. Kind of. Cannabis isn’t legal in the Netherlands, but it’s tolerated under a policy known as gedoogbeleid. This means that while the sale and possession of small amounts (up to five grams) for personal use are technically illegal, it’s been decriminalised, meaning authorities won’t prosecute (the police can still confiscate your stash, though). And as the production, transportation, and (bulk) possession of weed will still land you in legal hot water, coffeeshops remain the only place to buy and consume cannabis – they must be licensed, and can only operate legally under strict regulations. It’s a uniquely Dutch approach: pragmatic, slightly bureaucratic, but ultimately pretty chill – especially compared to many of its neighbouring countries.

Has weed been banned for tourists?

This is where things get a little murky. Again, technically, no – but also, maybe. In some Dutch cities, such as Maastricht and Breda, non-residents are banned from buying cannabis – city councils have complete autonomy as to whether to implement such bans. So far, Amsterdam, despite lengthy debates and much political discussion, has chosen not to, partly because cannabis tourism is such a major draw, and partly because the city cherishes and champions individual freedoms. As such, tourists are still welcome to buy weed in Amsterdam’s coffeeshops, but you’ll need to be over 18, in possession of a valid ID (passport or driving licence), and be prepared to follow the rules. Which brings us to…

Can you smoke in public (and on the street)?

Short answer: yes, but it’s not really encouraged, and depending on where you are, you could be fined. You can smoke cannabis in many outdoor areas, but don’t assume it’s a free-for-all – sparking up outdoors might draw the attention of police, or just some very unimpressed Dutch locals. And in some of the most central areas of Amsterdam, such as the Red Light District, the Dam, the Damrak, and the Nieuwmarkt, it’s now forbidden – in February 2023, the municipality of Amsterdam announced a partial smoking ban in the city, the so-called blowverbod, with fines of up to €100 for transgressors. So your best bet is to stick to coffeeshops or designated smoking areas, and avoid lighting up in busy public spaces.

Amsterdam’s coffeeshops: the lowdown 

Coffeeshops are (obviously) not to be confused with cafés – although many of the former do now sell coffee, drinks, snacks, and food (but never alcohol – it’s strictly forbidden). When you walk in, you’ll usually find a menu at the counter listing different varieties and strains of weed alongside various methods of consumption – hash, pre-rolled joints, or sometimes edibles. Don’t be afraid of asking the budtender for recommendations or guidance, especially if you’re new – they’re usually happy to help. Prices vary, but a gram typically costs between €8 and €20, and most coffeeshops also sell all the requisite paraphernalia such as rolling papers, filters, lighters, and grinders etc.

Most also have some form of attractive indoor area for relaxing and socialising (tobacco is banned); bigger ones may have an outdoor terrace or patio, as well as large screens for entertainment. When it comes to paying, be warned: some only accept cash, and some bank cards don’t work in the Netherlands – Visa and Mastercard debit cards are deemed ‘credit’ cards, and will be refused. 

Where to smoke weed in Amsterdam

Sure, everyone mentions The Bulldog – it’s practically a tourist trap with rolling papers. But while it’s iconic, it’s often packed and pricey, and not much fun. Where else to try? Grey Area remains iconic, and a favourite of visiting superstars (Willie Nelson and Snoop Dogg, to name but two). The sculpted wooden décor and old-world charm of Original Dampkring make it a sumptuous setting; it was also featured in Ocean’s 12. Or for a more relaxed vibe, try Boerejongens, a sleek, almost Apple Store-style shop known for high-quality weed – options are presented more like a pharmacy than a traditional coffeeshop – and helpful staff decked out in white shirts and bowties.
