Is Kirkland considered Montreal?

On January 1, 2002, as part of Montreal’s 2002–2006 municipal reorganization, it was merged into the city and designated as a borough.

However, following a change in government and a 2004 referendum, it regained its status as an independent municipality on January 1, 2006.
