Singapore to allow quarantine-free entry for all vaccinated travellers

Travel is expected to rebound close to pre-Covid levels with the new Vaccinated Travel Framework

The multi-ministry task force (MTF) announced today (March 24) that Singapore will transition to quarantine-free entry for vaccinated travellers. Here are the detailed announcements on the new Vaccinated Travel Framework (VTF) made by Minister for Trade and Industry S. Iswaran. 

New travel categories 

Categorisation of countries by risk levels will be scrapped. Instead, there will now be a general travel category and a restricted category.

Travellers from the countries in the former category can enter Singapore as long as they are vaccinated. The latter category refers to regions with variants of concern, and Singapore will temporarily suspend or slow travel from these places. There are currently no countries in the restricted category. 

Eased testing requirements 

Those entering the country will also no longer need to take an on-arrival test. However, pre-departure tests (PDT) for air and sea travel remain mandatory, taken within two days of departure for Singapore. This includes PCR tests, professionally administered ARTs and ARTs supervised by approved licensed providers in Singapore. 

Responding to feedback that it has been difficult to book a supervised PDT overseas, Singapore will allow Singaporeans, permanent residents, long-term pass holders and work pass holders from selected countries to book remotely supervised ART tests while overseas. 

Streamlined entry for travellers 

Short term visitors no longer need to apply for a Vaccinated Travel Pass to enter Singapore. There will also be a simplified SG Arrival Card – more details will be released by the Civil Aviation Authority of Singapore (CAAS) in due time. 

No more designated VTL flights or ferries

Singapore will also be scrapping designated Vaccinated Travel Lane (VTL) flights and ferries. That means that travellers can book any flight or boat into the country and be eligible for quarantine-free travel as long as they are vaccinated. 

Reopening of transit areas 

From April 1, travellers arriving in Singapore can move about freely in transit areas. Changi is also progressively reopening retail and restaurants in the airport transit zones.
