Earlier today (January 29), Taweesilp Visanuyothin, the spokesman of Center for COVID-19 Situation Administration, announced that COVID-19 restrictions in the red-zoned areas will be eased up from February 1.
Previously, all restaurants in the strict control zone were allowed to serve dining-in customers until 21:00 and all alcoholic beverage sales were completely prohibited.
As of today, the authority said that the restrictions for provinces in the zone—including Bangkok, Samut Prakan, Pathum Thani, and Nonthaburi—will be more relaxed, starting in February, with diners able to sit in until 23:00, and the restaurants still have to practice strict protocols of controlling the number of customers and no alcohol serving.
Meanwhile, multiple sorts of venues are now allowed to reopen for business, which can be seen in this link.
